How the index is calculated

The index (0-100) measures how many worker-monitoring obligations are mandatory in that country: score = required obligations + half of the conditional ones, over the total. Higher = stricter framework for anyone wanting to track. Data derived from the source-verified country pages; it ranks compliance burden, not 'freedom'.

Frequently asked questions

What does the workplace surveillance index measure?

How strict each country's framework is on monitoring workers: the number of mandatory obligations, the steps required before switching a system on, and the weight of the penalties. The higher the score, the more you have to put in order before using GPS or any staff monitoring in that country.

Does a high score mean GPS is banned there?

No, it means more care is needed, not that it's forbidden. Almost everywhere in Europe GPS at work is allowed, as long as it's used to organise and prove the work and not to watch the person. A high index just tells you the obligations are heavier and that improvising gets expensive.

Where does the ranking data come from?

From the 39 country dossiers on the site, built on national law and real decisions by the authorities. The ranking distils them into a comparable score; click a country and you reach the sheet with the obligations, the competent authority and the sources.

Why do neighbouring countries score so differently?

Because GDPR sets the frame but each state adds its own rules on top, and on monitoring workers the differences are sharp: where a union agreement is needed, where a privacy notice is enough, where the authority is more aggressive. That's why taking your home rules for granted across the border is the mistake that triggers the fines.

How often is it updated?

The sheets carry the verification date and are reviewed when the law changes or new decisions come out. This is an informative resource, not legal advice: before switching a system on, have your situation checked by a professional.

How do I use the ranking if I send teams abroad?

Start from the country where they'll be working, not yours: the rules there are the ones that apply. Look at the score to gauge how much work is ahead, then open the sheet for the exact obligations and prepare the privacy notice to be signed before the trip.
